Dr. H. Bruce Li, PhD. PE
PRESIDENT & CTO
Dr. H. Bruce Li founded 21-Century Silicon, Inc. in 2005 after he noticed sharp increase
in polysilicon price for Photovoltaic industry. He holds a Bachelor Degree in Chemical
Engineering from National Taiwan University and an M. S. and Ph. D. degrees in
Physics from Oklahoma State University. Dr. Li worked 16 years with Texas
Instruments, Dallas in various capacities. He possesses a very broad training in
Chemistry, Physics, Colloidal Material, Semiconductor Process, Fuel Cell Process and
Structure and Nuclear Engineering, and could be considered the most suitable person
to hold the CTO position.
Mr. Peter Mei
CHAIRMAN & CEO
Mr. Peter Mei has served within a number of Executive and VP-level positions,
specializing in International Marketing and Sales for the Semiconductor and Silicon-
fabrication industries. Prior to founding 21-Century Silicon, Mr. Mei served as Vice
President of Technical Marketing for GlobiTech. Additionally, Peter served a 15 year
career at Texas Instruments within the Corporate Research and Development
department. Mr. Mei has also served as a Worldwide Technology Transfer Manager for
Texas Instruments, Siemens, and Infineon. Peter holds both a Master’s and Bachelor’s
degree in Electrical Engineering from Rutgers and National Taiwan University,
respectively. Peter is a Senior Member with IEEE, and is a respected leader in the
DFW Green Energy Entrepreneurial community.
Dr. Wilson Shiau, PhD.
Adviser
Dr. Wilson Shiau has over 20 years of distinguished experience in the semiconductor
industry, with several years of experience in Vice President of Technology positions.
He has a proven record of leadership in technology development, including solar cell
efficiency and yield enhancement. Dr. Shiau received his PhD degree in Electrical
Engineering from the University of Michigan, Ann Arbor in 1990. He also served as co-
chair in the ITRS Roadmap subcommittee of the Taiwan PIDS (Process Integration and
Device Structure) chapter. Dr. Shiau has co-authored more than 30 technical
publications and holds 13 US patents and another 26 US patent applications pending.
Dr. Shiau holds 10 Chinese patents and patent applications.
Mr. Grant Harrell. MBA
DIRECTOR OF BUSINESS DEVELOPMENT
Mr. Grant Harrell has developed and established a specialty in Business Development
leadership for technology-focused, high-growth oriented organizations. Within his
extensive Business Development experience, Mr. Harrell has served organizations of all
sizes, from startups to established Fortune 500 companies. Maintaining a strong focus
within emerging technologies commercialization, Mr. Harrell has most recently enjoyed
active participation in the Nanotechnology and Renewable Energy industries. Mr.
Harrell holds an MBA in Business Management from the University of Texas-Arlington
and a BBA from the University of Northern Colorado. Mr. Harrell has enjoyed affiliation
with the Richardson Chamber of Commerce, Metroplex Technology Business Council
and National Association of Purchasing Managers, and remains an active leader in the
DFW entrepreneurial community.
Mr. Richard Chui, MBA
CORPORATE CONTROLLER
Mr. Richard Chui has 25+ years experience with a focus in finance and accounting. Mr.
Chui has served as Corporate Controller for several major Fortune 500 companies.
Mr. Chui has SEC filings experience, including Sarbanes Oxley and is an expert in
GAAP practices. Richard holds an MBA in Finance and Management from the
University of Dallas and received his Bachelor's of Commerce degree with a focus in
Finance and Accounting from the University of Toronto.
Mr. Tod Mongan, P.C.
CORPORATE LEGAL COUNSEL
Mr. Tod Mongan has worked for both public and privately held companies; in domestic
and international settings; managing local, state and federal regulations. Mr. Mongan
is the Principle of Mongan Law, a privately held Texas-based firm that specializes in
corporate law, with deep experience in complex corporate issues including formation,
funding, regulatory compliance, mergers and acquisitions, intellectual property, and
human resources. Tod has been a integral part of 21-Century Silicon since its
inception in 2005, and has proven instrumental in the corporate formation of the
company, legal structuring, funding acquisition, and all major legal aspects of the
organization. Mr. Mongan serves as Legal Counsel for a number of other DFW-based
companies, and has extensive experience serving within this role. Tod holds a J.D.
from Golden Gate University, a M.S.in Engineering from the University of Toledo and a
B.S.in Mathematics, also from the University of Toledo.
Truman G. Blocker III, PhD -- R&D Director
- Dr. Blocker received his bachelors degrees in Pure Mathematics Physics at the
University of Texas, Austin; his M.S. and Ph.D. in Physics, University of Pennsylvania,
under Alan J. Heeger, the 2000 Nobel Laureate in Chemistry. His career includes 17
years at Texas Instruments in various technical/management roles including Manager
of the VLSI Technology Laboratory, demonstrating 0.1 micron feature size transistor
structures in the early 1970s. In the 1980s and 1990s, he served as Director of
Corporate Relations for the National Nanofabrication Facility at Cornell University and
Director of Research Implementation at the Semicondutor Research Corporation. His
patents include US Pat. #3,860,879,#4,092,660, #4,030,049 and he is co-holder on
patents for the FAA's Air Traffic Control Radar installed at major airports worldwide.
Yi Tan, PhD -- Adviser
- Dr. Tan received his bachelors degrees in Dalian Mechanical Engineering at the
Dalian University of Technology,China and his M.S. and Ph.D. in Metallurgical
Engineering at Tokyo Institute of Technology. His career includes 17 years at Japan
and China in various technical/business roles including professor of the Material
Science engineering in the polysilicon areas. In the 1980s and 1990s, he served as
Research scientist on high temperature materials for the Yamaguchi prefecture
